NOV. 20, 1980 THE AEGIS, BEL AIR, MARYLAND Russell O. Wilgis, 83, of Bel Air, died Nov. 15 at his home. He was the husband of Katherine M.

Bayne Wilgis. Married on June 5, 1920, they were married for 60 years. He was employed and retired from The American Oil Company in Bel Air after 32 years. He served in the Army during World War I in the 115th Infantry, 29th Division, Company D. He was a member of World War I Barracks 482 and served as Post Commander, VFW Aberdeen Post and a life member of the American Legion Bel Air Post 39.

He was Department Commander of the State of Maryland 1972-1973, District Commander of World War I and National Aide-De-Camp 1974-1975. He was a member of the AARP, Mt. Zion Methodist Church and served as President of the Golden Age Club of Churchville 1976-1978. In addition to his wife he is survived by twin daughters Zelma I E. Sheridan, Claymont, Velma O.

Strazzella, Peoria, three grandchildren, Paul J. Sheridan Ill, Newark, Katherine May Bennett in Germany, H. Russell Strazzella, Norman, three greatgrandchildren, Danielle Bennett, Paul J. Sheridan IV, Amy E. Sheridan; and one brother Dr.

Herbert E. Wilgis of Towson. Funeral services were conducted Nov. 18 at 2 p.m. from Foster Funeral Home with Rev.

WOOD Evelyn I. Wood, 77, of Jarrettsville, died suddenly Tuesday, Nov. 18. She was the wife of the late William W. Wood.

Born in Halifax, England, she resided in Philadelphia, for 63 years. She was a member of the Madonna Chapter AARP, Harford County YMCA and the Jarrettsville United Methodist Church. Mrs. Wood is survived by a daughter, Irene E. Stewart of Jarrettsville with whom she resided for the past seven years and two grandchildren.

AARON HAUCHMAN Aaron Hauchman, 73, of 464 Hillcrest drive, Aberdeen, died Thursday, Nov. 13, at Kimbrough Army Hospital, Fort Meade. He was the husband of Ermine Ochowitz Hauchman. Retiring from the Army as a CWO, he retired from the Aberdeen Proving Ground as a management analyst. Born in Buffalo, N.Y., he was the son of the late Max and Minnie Kabalkin Hauchman.

He had been active since the conception of the Harford Jewish Center, which is celebrating its twenty-fifth anniversary. Teaching adult education at Harford Community College for the past 1 12 years, he was a substitute teacher at Aberdeen High School. Mr. Hauchman was an active member of the Optimist Club, member of the Fraternal Order of Eagles, the Retired Officers Association, and the Aberdeen Post VFW. In addition to his wife, Mr.

Hauchman is survived by a son, Fred S. Hauchman; a daughter, Maxine Hauchman, both of Baltimore; a brother, Sender Hauchman of Miami, and a sister, Lee Kanel of Buffalo, N.Y. Baldwin, 78, died Wednesday, Nov. 12. He was the husband of Elisabeth H. Warfield Baldwin. Born in Harford County, he attended Friends School in Baltimore and Johns Hopkins University.

He served in the 9th Army Air Force during World War I1, reaching the rank of Colonel. He retired in 1967, as a Finance Officer, of the Central Intelligence Agency. He was a member of the Sons of the Revolution and the Society of 1812. In addition to his wife, Mr. Baldwin is survived by a sister, Elisabeth B.

Employed as a metal fabricator for the Standard Equipment Company in Emmorton, he served in the Army during World War II. Mr. Harkins was a member of the Bel Air Volunteer Fire Company for many years. In addition to his wife, Mr. Harkins is survived by a brother, Kenneth D.

Joseph William Plummer, 91, of Fallston, died on Wednesday, Nov. 12, after a lengthy illness. Born on a farm in the Raspeburg area of Baltimore County, he was the son of the late Frederick Plummer and Margaret Schneider Plummer. Mr. Plummer is survived by a brother, William H.

14, at University Hospital. He was the husband of Julia Rhoads DuBois. He was an aircraft maintenance mechanic for Chesapeake Aviation in Forest Hill. Born in Pittsfield, he was the son of Medeline Sheridan Dubois of Pittsfield, and the late Alphonse A. DuBois.

Attending Pittsfield High School, he was a member of the Loyal Order of the Moose Bel Air Lodge 1952 and the Polish Falcon Club in Pittsfield. Mr. DuBois served the U.S. Army Transportation Corps after the Korean Conflict. In addition to his wife and mother, Mr.

Dubois is survived by a son, Troy A. DuBois; two daughters, Cynthia A. DuBois and Christie A. DuBois, all at home; and a brother, Thomas A. DuBois of Pittsfield, Mass.

There will be a wide selection with prices starting at The Jaycee Women will be there to assist the young shoppers. $400 Tool Theft Various electrical repair tools valued at about $400 were stolen early Monday from a Bel Air area man's van, a Sheriff's Department spokesman reported.

Gary Black, of Wabash drive, told DFC Howard Walter, who investigated, the tools were taken from a tool pouch in his van parked at his residence. Motorcycle Missing A 1980 Kawasaki motorcycle valued at $3,700 was stolen Sunday from an Abingdon man's residence, a Sheriff's Department spokesman reported. Thomas Myers, of Waldon road, told DFC Steven Cochran his wallet containing $110 in cash was under the seat of the cycle at the time of the theft. The case is still under investigation. Burglary At Kefauver's Kefauver Lumber Company's store was broken into Saturday and five knives valued at $134 stolen, a Sheriff's Department spokesman reported.

Entry was gained to the store through a window, the spokesman said. Damages in the break-in were placed at $432, the spokesman said. Car Stereo Taken A Fountain Green woman told a Sheriff's deputy last Wednesday someone stole an eight-track stereo, CB radio and antenna from her car while it was parked at the Bel Air Bowl off Route 1 in Bel Air. Loss was estimated at $170, a Sheriff's Department spokesman said. Pamela Caudill reported the theft to DFC Howard Walter who investigated.

Harford County Controversy Looms Over Zoning Law And Parked Buses, Trucks Clarifying Legislation Sought The County Council told the County Planning Department Tuesday to make another try at writing legislation aimed at clarifying apparent zoning sanctions which are said to prohibit the parking of commercial vehicles in agricultural and residential zones. The spottily enforced zoning statute became a major topic for debate before the Council in regards to a bill which Planning a and Zoning Director Guy W. Hager maintained would "liberalize" the current prohibitions on commecial vehicle parking in residential areas. Some Council Members were not totally convinced that Mr. Hager's department had properly identified the actual problem.

"I think we had better decide where we are before we can know which way to go," commented Councilman Edward C. Rahll (D-B). Added, Councilwoman Barbara O. Kreamer: "'We need to know what the law is." The Council stopped short of voting down the Planning Department's bill altogether, however, letting Mr. Hager and his department meet with County lawyers and interested citizens and their proposed possible amendments to clarify the issue.

According to Mr. Hager, his interpretation of the zoning law is that no commercial vehicle from a plumber's pickup truck, to a school bus, to an 18- wheel tractor trailer can be parked or repaired on a property carrying either the or zoning classification. "We need to develop some community standard on this, since there does seem to be a conflict between community and individual needs," he told the Council. Mr. Hager said his department was proposing that one commercial vehicle of over ton capacity could be parked on properties of less than 5 acres in the A-1 or R-1 zone, with two being allowed on properties in excess of 5 acres.

Currently, he said, the only recourse around the law is for the property owner to obtain a variance from the Zoning Board of Appeals. Nevertheless, Mr. Hager's interpretation of the current law, which is his legal responsibility, differed sharply from that of Cypert O. Whitfill, a noted local zoning attorney who came before the Council Tuesday representing the Harford County School Bus Contractors Association. Mr.

Whitfill gave the opinion that the zoning law does not prohibit the parking of commercial vehicles in noncommercial zones and charged that enforcement is based on complaints about school buses and tractor-trailers from the neighbors of their owners. "The zoning inspector issues a citation and then tells the poor property owner that he go in for a variance which he usually does, and that is in effect pleading guilty to the violation," Mr. Whitfill commented, saying he knew of no variance case where a person has been denied the right to park a commercial vehicle or vehicles on his property. But, Mr. Hager said there are an increasing number of complaints about such things as tractor-trailers being parked on small lots in residential areas, and several persons present during the hearing supported his statements in that Shell Found In Bay Turns Out To Be Dud Hutchins Again On MACO Group An eight-inch artillery shell dredged up from the Chesapeake Bay off Poole's Island early Tuesday turned out to be a dummy round filled with wax.

A dredge owned by the Norfolk Dredging Co. uncovered the 150 lb. shell around 4:45 a.m. Tuesday. It was removed by a special ordnance team from the Aberdeen Proving Ground and taken to the Edgewood area of the base.

County Councilman Frank J. Hutchins (D-F). has been designated by the Council to continue as its representative on the Legislative Policy Committee of the Maryland Association of Counties. The legislative committee reviews bills before the Maryland General Assembly each year, takes positions for the organization, lobbies and provides information to the local governments on the Assembly's activities. Mr.

Hutchins will be serving as the County Council's member on the committee for the second year in a row. -The Women's Association of Franklinville United Presbyterian Church will hold its annual Fall Festival Saturday, Nov. 22, from 10 a.m. to 4 p.m., on the church grounds. "I think you had better look at the total fiscal impact as this relates to school buses," cautioned Dr. Roberty. "It could be quite sizeable." Mr. Whitfill pointed out that many residents of Harford County own their own businesses, including bus contractors, and take their commercial vehicles home both for convenience and for protection against vandalism.

"I was trying to differentiate between the situation where you have a pickup versus an 18-wheeler," Mr. Hager said toward the close of the hearing. "At least, that's what I thought was "I think the law right now is quite clear and we are trying to give a a a a a a a a a veteran Zoning Inspector Mervyn C. Thompson later told a reporter. "I mean, one way we could handle this is make it a conditional use, which is still going to require a "1 think we need a standard with some leeway but with control also," Mr.

Hager added. "Right now we have a law we must enforce with everyone coming in for variances which really doesn't work well." Mr. Hager also said that when a complaint is received about a commercial vehicle parked in a residential area his inspectors also canvass the immediate neighborhood for other possible violations. School Proposals Given OK By County Council The County Council took action Tuesday evening to approve a pair of proposals from the local public school system. The first involved the transfer of $80,000 from excess interest gained on Board of Education investments to fund a a mile subsidy to local school bus contractors.

The second Council action endorsed the school system's impending attempt to have the State fund an $11.8 million, three-project, capital improvement program for FY 1981. The Board of Education had last week backed a recommendation by School Superintendent A.A. Roberty to extend the subsidy to the over 200 school buses operated by approximately 35 contractors for the public system in Harford. The local payment will be added to the State's reimbursem*nt for vehicle maintenance which currently stands at 21.12€ per mile. Albert St.

Calir, President of the Harford County School Bus Contractors Association, had appeared at last week's Board of Education meeting to tell school officials that many contractors were ready to throw in the towel over lagging transportation reimbursem*nt from the State. Mr. St. Calir pointed out that State authorities had talked of a combined gas and maintenance reimbursem*nt of over 50t beginning this September, but the current per mile payment is just slightly over The contractor representative had told the Board that the State payment added to a local subsidy provided last spring had the contractors receiving over per mile for gas and maintenance when school ended in June. However, the local subsidy expired at the conclusion of the school year, meaning contractors are receiving more than less per mile now than they were in June.

The Council O.K. of the planned-for capital improvements represents a vote of confidence in Dr. Roberty's attempts to have the State increase the $6.9 million it says it will give the local system next year for school improvements. The Council endorsed the priority order established last month by the Board of Education which would have the of Havre de Grace High School as the number one goal of the County. The consolidation of Highland and Slate Ridge Elementary schools into a new building to be located adjacent to the existing North Harford Middle School was tabbed as the second priority.

The razing of the existing Bel Air Elementary School and the building of a new structure was endorsed as a third goal by the Council. The Bel Air project is closely tied to attempts by school authorities to have a new administration building constructed off Route 24 to replace the current 75-year-old structure located next to Bel Air Elementary. Dr. Roberty Tuesday night told the Council he would prefer that they visit the current administration building if they desired to discuss the merits of his proposal for a new site. Under recent guidelines developed by the State Interagency Committee for School Construction, such structures would have to be funded through local money.

Dr. Roberty had proposed last year that the school system's share of County recordation tax money be used to build the $3 million administrative center. The proposed center has been a continuing source of controversy between the Superintendent and many of the local State and County politicians.
